Cebu City launches after-hours government services for night workers

CEBU CITY, Philippines — Cebu City has launched its “Cebu City 24/7 Service” program, also called “Mayor of the Night,” to provide government services beyond regular office hours for night-shift workers, March 2. The initiative is designed to give business process outsourcing employees, hospital workers and other night workers access to services they often miss during daytime schedules.

The program was formally launched following the signing of a lease agreement for office space at Cebu Exchange Tower in Barangay Lahug. Services are expected to begin by mid-March after the facility is set up.

“This is a big step for the city. Our aim is to bring government services closer to the people, especially to night-shift workers and those in the Business Process Outsourcing (BPO) who work in the evening,” Cebu City Mayor Nestor Archival said.

Archival said the city is pushing to make public service more accessible outside the usual 5 p.m. closing time. “We continue to innovate in our governance. In Cebu City, government service is not only up to 5 p.m. We are building a city that works 24/7 for the people,” he said.

The after-hours center will operate as a one-stop shop created through Executive Order No. 27, Series of 2025. Ten national government agencies have confirmed participation: the Social Security System, Pag-IBIG Fund, PhilHealth, Bureau of Internal Revenue, National Bureau of Investigation, Philippine Statistics Authority, Philippine Postal Corporation, Land Transportation Office, Philippine National Police and Department of Labor and Employment.

Under the arrangement, each participating agency will fund its own personnel assigned to the program, while the Cebu City government will oversee operations. Vice Mayor Tomas Osmeña, who proposed the initiative, has been tasked to lead operational preparations.

The City Council approved a ₱5.1 million budget for the lease, which runs from Feb. 1, 2026, through June 30, 2028. The property, leased from Eklestos Estates Inc., covers two units on the second floor of Cebu Exchange Tower, located across from Cebu I.T. Park, a major 24-hour business hub.

City officials said the location was chosen to serve workers in Cebu’s BPO sector, long considered the largest hub outside Metro Manila. Cebu, often referred to as the BPO capital of the South, is home to more than 300 BPO operators employing at least 270,000 workers.

Representatives from several BPO companies attended the signing, including AZPIRED BPO, Cebu Telenet Philippines, NAP Solutions Inc., Shearwater Health, Tahche, TechMahindra, TTEC, Virtual Staffing Solutions and Conduent.
