CEBU CITY, Philippines — Cebu City’s “Mayor of the Night” hub is now open starting Saturday, to offer round-the-clock government services for night-shift workers, business process outsourcing employees, information technology personnel and other residents, March 28, 2026.

The 24/7 government services center opened at Cebu Exchange Tower in Barangay Lahug, near Cebu IT Park, with Cebu City Mayor Nestor Archival, Vice Mayor Tommy Osmeña and other local officials leading the ceremony.

The hub is designed as a one-stop center for transactions with government agencies, including the Social Security System, PhilHealth, Bureau of Internal Revenue and Land Transportation Office.

Archival said the service reflects the principle that government should work when people need it, not only during regular office hours. He said the hub is intended not just for night-shift BPO and IT workers, but for all Cebuanos who need access to public services at any time.

The operation is supported by several national government agencies and the Cebu City Council, which approved a multi-year lease to help ensure the hub’s continued operation.

The “Mayor of the Night” hub forms part of Cebu City’s 24/7 Government Services Program under Executive Order No. 27, series of 2025.

The program aims to provide round-the-clock access to services from local and national government agencies, particularly for workers whose schedules fall outside traditional office hours.

Cebu City is one of the country’s major BPO hubs, creating strong demand for government services that match the working hours of night-shift employees.

City officials described the initiative as part of a broader effort to make local government more responsive, inclusive, and accessible to residents at any hour.
