ADDIS ABABA, Ethiopia — Ethiopia’s bid to expand its BPO sector will depend on artificial intelligence, not cheap labor. According to a commentary analysis by Mikael Alemu of Birr Metrics, a newly announced $25.56 million BPO project and planned 3,000-seat facility show momentum, but the country is too far behind established competitors to succeed through a traditional outsourcing model.

Alemu argues that Ethiopia’s main opportunity is to build an AI-augmented workforce for higher-output services instead of trying to match the low-cost, labor-intensive systems developed over decades in India and the Philippines.

Where Ethiopia is right now

Ethiopia’s BPO sector generates about $50 million in revenue and employs roughly 15,000 workers. That places it well behind India’s roughly $50 billion sector, South Africa’s $1.85 billion market, and Kenya’s $270 million industry.

Alemu says those figures reflect how far Ethiopia still has to go as it tries to establish itself in a global outsourcing industry already dominated by larger and more mature markets.

Structural constraints

The analysis points to several barriers, including broadband speeds of about 8 Mbps, inflation above 30% in 2023, weak ecosystem support, and lower English proficiency. It also cites United Nations Development Programme data showing 446 industries exited in 2023.

Those conditions, Alemu writes, make it unrealistic for Ethiopia to compete on wages alone, especially as the economics of outsourcing continue to change.

Why the traditional model is weakening

Artificial intelligence is reshaping global outsourcing by reducing the value of labor-hour pricing and increasing the importance of cost per task, speed, and output quality. Entry-level roles are shrinking, while firms are looking for workers who can produce more with AI-assisted tools.

In software development, AI tools are helping workers complete tasks faster. In customer support, automation is absorbing routine workloads and shifting human workers toward more complex services. According to Alemu, that trend is changing the type of outsourcing work companies buy, but not eliminating demand altogether.

Where the opportunity lies

Global BPO demand remains strong, Alemu wrote, citing estimates that the market reached about $302 billion in 2024 and could grow to $525 billion by 2030. But the growth, the analysis says, is moving toward AI-enabled and knowledge-based services rather than traditional back-office labor.

That shift could create an opening for Ethiopia. Because the country does not have a large legacy outsourcing workforce, the analysis says it can train graduates directly on AI-supported workflows. Workers with AI skills also command higher pay, with the commentary citing PwC data showing a 56% wage premium in 2024.

Alemu further identifies knowledge process outsourcing, legal and research support, business intelligence, AI-assisted accounting and analytics, and AI-supported IT help desk work as among the strongest prospects for Ethiopia.

Main risk

Still, Alemu warns that AI adoption alone will not be enough. Reliable internet, dependable power and broader political and macroeconomic stability remain essential for service delivery. Without those, the country risks becoming “AI-ready but not delivery-ready.”

The analysis says success would mean using AI tools in live production within 12 months, improving infrastructure at delivery sites, expanding the workforce while raising quality, and winning multi-year international contracts.

“Without execution, current investments remain symbolic rather than transformational,” Alemu wrote.
