MANILA — Foundever’s recent certification from the Technical Education and Skills Development Authority is highlighting a broader shift in the Philippines’ business process outsourcing sector, where companies are increasingly building in-house training programs to address persistent skills gaps and speed up hiring, Feb. 28, 2026.

Foundever said it became the first company in the country to receive a Certificate of Program Registration for its Customer Experience and Communications Training Level II under the government’s Enterprise-Based Education and Training framework.

The move reflects growing pressure across the BPO industry to produce job-ready workers, as companies face ongoing challenges in recruiting candidates with strong communication and service skills.

While the certification marks a company milestone, industry groups say it also signals a shift in hiring strategy — with firms taking a more active role in developing talent rather than relying solely on external labor supply.

Under the Enterprise-Based Education and Training framework, the program aligns TESDA-accredited curriculum, trainer certification and training delivery directly with Foundever’s operational requirements, allowing trainees to transition more quickly into employment.

The program was developed with guidance from the Information Technology and Business Process Association of the Philippines, the country’s main IT-BPM industry group.

Training will be delivered through Foundever’s Language Academy, launched in 2022. The company said it plans to train more than 2,900 individuals in 2026 through programs covering pre-employment readiness, language upskilling and customer experience immersion.

Since its launch, the academy has trained 34,793 learners, achieved a 94% completion rate and helped 34% of graduates move into customer experience roles.

“Being the first recognized business enterprise to achieve CTPR certification under the EBET framework is both an honor and a responsibility,” said Willy Lim, Foundever vice president for human resources, marketing and talent acquisition.

Lim said the partnership with TESDA and IBPAP would help strengthen the customer experience workforce.

Analysts say enterprise-led training programs are becoming more common in the outsourcing sector, as firms seek to reduce hiring delays and ensure candidates meet job requirements from day one.

The shift toward in-house training suggests BPO companies are taking greater control of workforce development — a move seen as critical to sustaining growth in one of the Philippines’ largest employment sectors.
